Where this is designed to go next

Verazyn checks finished work today. The forward layers extend that to work as it happens — supervising what a live AI agent is about to do, and governing model traffic in flight. These are designed and documented, not built, and every capability below is labelled accordingly. Two boundaries are worth stating up front, because they will still hold when these ship: each layer starts in observe-and-record mode before it is ever allowed to block anything, and support is named per tool and per version rather than promised for everything.
