Fixed checks run first, because they give the same answer every time and cost nothing to trust; a judgment check is used only for the questions a fixed check cannot answer, and it always shows the evidence behind its verdict. What gets caught can be fixed automatically, proposed for you to review, or only flagged — you choose which, per rule.
